Vista Wont Install Software

About a week ago I did a full system restore on my grandmothers computer and everything was working fine until today. I downloaded and tried to install Utorrent as well as Bittorrent, both programs download as binary files but when I click to open and install them the circle comes up around the cursor briefly and then nothing. I tried turning off User Account Control as well as my firewall in Norton 360 and still neither will install. Any ideas?

 

NVM....When I right clicked on the icon and went to properties I seen it said this may be block because it came from another computer, I clicked unblocked and now its working. Im not sure how to close the thread!
