Visual Basic Express 2008 Debug Help

I am a rank total novice at this. Just downloaded VBE 2008. Have tried a simple program from a book - code is below. When trying to debug, it seems that the program goes through it's function, but doesn't open the window specified in the program, but just returns to the edit page. But if I intentionally put an error in the code, debugger picks it up. I thought this was an install problem and deleted all associated files including all .Nets found in Add/Remove, this didn't work. I rolled back computer using Restore to before I installed VBE, and reinstalled and that didn't work. I don't know why this isn't working the way it's supposed to. Can anyone help me?
