Based on the video you posted, I'm leaning towards (but not positive of) an issue with the monitor itself.

If you have another PC or can bring the monitor to a friend's house, I'd try it on a different PC. If the problem repeats, my suspicion is the inverter in the monitor itself is going bad.

If it is an issue with the monitor, check your warranty first: some brands such as ASUS, Dell and Samsung usually have 3 year warranties. If it's out of warranty, the cost of repairing it will likely be as much (or more) than buying a new replacement.

    Hope this helps. :)

Troubleshooting by 'Replacement' is always the easiest and least expensive.

When I get a service call for a problem with what's being seen on the monitor, I always take another monitor with me on the call.
The new digital (LED or LCD) monitors seem to fail a lot more frequently than the old Tube-Type (CRT) monitors, that usually ran for years and years before exhibiting problems.

If the video card is a 'Plug In' and not 'on-board' video, I also take the card out, look for dirt on the board or a funky edge connector.
While I'm at it, I check the GPU cooling fan for proper functioning.

The problem as I can see it does not look like a video ram problem, but don't rule that out either.

Do, try that monitor on another PC, if possible.

    Good Luck,

Im pretty sure its just the monitor, My GFX cards were just cleaned and all dust removed a few days ago and are fine, it only happens when on the web, and only on certain websites. While playing other games such a Swtor, aion whatnot it is fine. Ill be able to test the monitor out in a few days when im able to have access to another computer.

    Hmmm! ON the web, Eh?
That bears to question, What browser are you using? Have you tried another browser?
Do you use any Add'ons for your browser.

I never have web related problems, but.....I use only the latest version of Mozilla Firefox and whenever I install it for myself or for a customer, I also instal the latest version of Shockwave and Flash. That's just a one, two, three, punch. Then I and my customers have NO web related problems.

It does it the most in Firefox, to the point where I had to start using google chrome, where it still does it a few times. Both shockwave and flash are up to date, and my gfc card drivers are up to date as well.
