In Vista, it's called the Windows Startup Sound, and it's found in the Sounds section: Right click on the Desktop to access Personalize, select Sounds, click on Sounds at the top of the little window, and see the checkbox under the Program Events menu, which says "Play Windows Startup Sound." Also, within the drop-down menu of the Program Events section are the Windows logon and Windows logoff settings. The default sounds are called: Windows logon.wav and Windows logoff.wav.
