Win2000 boots to blank desktop

I have a computer running Win 2000 Pro.
No virus's or ad ware. "Run Norton and Rav online before I installed the updates.

I downloaded and installed windows updates. And when I rebooted the machine. It took forever to boot and when it did I had a blank desktop.no icons or task bar.
It does the same thing in safe mode also only takes about 30 mins to boot up.
It also won't let you go to the last good configuration.
I done a ctrl+Alt+Delete and checked to see what was running and I had explorer.exe running.
This happened once before same thing and I just blew the hard drive out and started over.
But I would really like to figure out what is going on.
