win32/heur infection - cannot start computer in safe mode

win32/heur has disabled my Norton 360 3.0 and masked itself as Norton. I am running two operating systems Windows Vista home professional SP3 and Windows 7. The Windows Vista is the op sys that is infected. My Windows 7 is operating fine. Every time I start Vista it either does a physical memory dump before Vista actually starts up and reboots or it starts up for about two minutes before the operating system reboots by itself. During the time period it starts up for approximately two minutes Norton tells me that my subscription needs renewal. About a month ago I renewed Norton for another year. I tried shutting down Norton but it won't respond. I tried booting in safe mode, but it will not start. I tried restoring to an earlier point, but the same thing kept happening.

From Windows 7 (which is partitioned on a separate drive) I updated and ran Malwarebytes' Anti-Malware on all the drives. It did not find anything. I ran AVG and it found the Win32/Heur:

(D:\Program Files\NortonInstaller\{0C55C096-0F1D-4F28-AAA2-85EF591126E7}\N360\2454B0AB\3.0.0.135\cltLMSx.dll)

Despite putting these in the AVG Vault and deleting them and running CC Cleaner, I am still unable to start in safe or normal mode in Vista.

I am unable to do many of the things you suggest in your "read & run me first..." because my computer will not start up in Vista.
