Windows 7 Audio Stutter...

So it seems that I'm having a hell of a time with my audio with windows 8 i had it stutter like crazy so i reverted back to windows 7 and same issue, but it's off and on... I've searched the web for days... for weeks... still no solution seems to work... I've uninstalled software and things work for a bit but then come back just as bad or worse than before... I've scanned the computer with Avast, MalwareBytes & SuperAntiSpyware found nothing...
I even updated all my drivers as i always keep a close eye on and nothing... at times it's better than others...
Tried different audio players and at times it's better than others as at times my sound is great at other times it sounds very similar to.... the only way i can possibly explain how the stuttering sound is:

I have resorted to doing registry cleaning, I have certain programs I have used in the past without troubles such as:

Advance System Care
Wise Registry & Disk Cleaner
System Ninja
(plus Ccleaner too)

As much as I want to stay away from cleaning the registry I feel I am forced to attempt it to see if it makes a difference as I haven't done any registry cleaning for the last few times I formatted with either windows 7 or 8/8.1

But here goes nothing...
