Windows blink and Periodic reboot

    When I start up my computer, the screen will blink several times over the first five minutes and periodically through the day.

    I get periodic reboots, most prevalently when I am on the internet (dial-up) and/or downloading (a) file(s).

    I have applied anti-virus, anti-spyware and registry editors without any success.
