i cannot seem to get the unlock button at the bottom of the page when bottom of page when you look at the file properties

thie berror is annoying me
"windows cannot access the specified file or device etc etc "

cant even access the internet the error keeps popping up on every application please help

every program begins to s### up why i dont know i have virus checked + spy checked everything and nothing
