windows cannot connect to the internet using http, https

    "windows cannot connect to the internet using http, https"

    So far I have been able to log on as a different user and get on the internet as well as in safe mode. I am running XP sp3, and using IE7 but cannot find what is causing me not to connect. Skype is working fine so it has to be a setting on IE, I disabled the windows firewall and that did not help either.

    This is probably an easy fix for most of you but I am frustrated. Thanks in advance for any help you can give me.
