I have tried the various fixes on this web site
    http://winhlp.com/WxSP2.htm#Cannot_i...Service_Pack_2
after having to useNorton go back twice I am on my third attempted install of this service pack. I am booted into the safe mode. What should I look for and what can I do at this point? My symptoms are the computer will not successfully boot and goes into a repeating cycle. It is a P4 2.4 GHz with 1 GB of RAM with windows XP home.

    I'd disable Norton GoBack altogether.

You state that you can get into safe mode.
You also state that you are getting a repeated cycle of reboots.
Does the OS attempt to start up? Does the reboot happen during the goback stage?

    I'd personally remove goback, then re-apply SP2.
