Windows Not Detecting Network Connection

Pavilion P6-2378 Win 8 629.9200 (unknown history)
Atheros AR8161 PCIe (Qualcomm)
Windows is not detecting a wired network connection.
*from onboard NIC and USB NIC.*

-I know the cable is good - was re-ended and works fine on another PC.
-Device manager seems to be happy and will show both devices just fine.
-I tried slower connection speeds, only using IPv4, power settings, safe mode.
-I un and reinstalled the 'shipped with' onboard driver.
-checked admin firewall and any obvious 3rd party software...AVG etc.
* There is a Norton product present that I don't have a password to yet...
-The NIC will give 1 quick yellow blink at power-up and that's it.
Windows can't see the cable.

Any ideas?

I will try :
- Shiny new onboard driver.
- USB wireless connection - doubt it.
- USB UEFI boot to Linux - just to prove the NICs work.

I have a feeling this is something (home grown) in the registry forcing the connection through
a proxy or something similar to domain rights/permissions.
(this PC is not from a domain, but may have been.)

First guess would be Norton. Don't know if you can uninstall it and then use Norton Removal Tool. Interesting AVG is present also. Personally not my first two choices for security.

 

Got it.
As it turns out, the cables were terminated improperly. I saw that and re-did them. But the original end that went into the router was so off, it over-bent the router pins and the new rj45 never had a solid connection. Of course, it was connecting when I tested it.
Go figure.
