Got a user that reports a problem with modem connection. First thing I check is the hardware list in Device Manager. But, it's empty. No icons, nothing. So, I boot in safe mode. Now, I have icons. So, I reboot normally. Icons bye-bye.

    Any ideas?

Scroll down and make sure Device Manager is really empty, could just be a blank white area.

What do you have showing on the desktop?
