Windows XP - Migrate settings from one user account to another

Does anyone know how to do this? I guess I could use the File and Settings Transfer Wizard to export all the settings and then import them to the other User's account, but that seems inefficient. What I'm trying to do is set up a user with their own account, who is currently using the Administrator login. I'd like to let them retain their Windows settings, files, programs etc. but using their own login and with restricted access to make changes to the OS. Any help anyone could provide would be greatly appreciated. Thanks.

then reduce that account to normal user rights.
