Windows XP Won't Read EXE Files! Yikes!

    I was uninstalling a program this morning and restarted my computer, when I noticed all the shortcuts were coming up as *.ink and My Computer and My Network Places came up as "Folder". I cannot run exe files (Windows asks me what program it should use to open the file) and I cannot run system restore or a virus scan. I tried booting up in safe mode, but same results. Ahhhhh! This is driving me nuts since I can't run ANYTHING to try to fix it.... Hopefully one of you can help me out!

    Anyone??? Obviously Windows CAN run exe files. I'm actually accessing the internet from the buggy computer... Any help is appreciated.
