Winmodem issue

I'm playing with an old Windows 98 machine that doesn't want to dial an ISP.
I updated the driver and here is the info I get when I run the diagnostics on the modem.

I tried every driver I could find for a winmodem and this is the only one that kinda works.
The message I get when I try to connect is "cannot start dialing".
The phone line it's connected to had a filter for DSL but I didn't think that would make a difference. Would it?

I did try that but didn't even come close to finding it.
Lack of info on the modem I think.
