WinXP pings Win98SE laptop,but XP cannot see Win98SE-ViewWorkgroup

Desktop E-Machine PC running Win XP SP2.
Gateway Solo 2150 laptop running Win 98SE .

Desktop has functional hardwired router for wifi.
Laptop has functional PMCIA card for wifi with "Excellent" signal to home LAN .

Desktop will ping (4sent /4 recd) the laptop.
Laptop will ping ( 4 sent /4 recd ) the Win XP desktop .

Goal is to file share the laptop Win98 documents; I want to see the laptop Win98SE files from the WinXP desktop.

The Win98SE laptop can see /access the SHARED FILES of the WinXP desktop, but not vice-versa.
How to resolve to get desktop WinXP see the laptop Win98SE in Network neighborhood ?

Laptop has WEP data enterred .
Laptop and Desktop have same WORKGROUP name.

 

Is print and file sharing enabled on the 98 box ?
