WinXPHome Comp Mgmnt taking 45sec to open

I have a WinXp HOme sp1. Can someone give me suggestions as to why my Computer Managment is taking so long to open? Around 45 to 60 seconds. It has not always been like this. Also my device manager takes a long time also.

Also my other issue is this: In my system event viewer the only events that log are 1:

And 3:

Description:
The Application Management service was successfully sent a start control.

These 3 events log over and over and over and over again. Nothing else logs. What does this service affect and how do I fix it??
