X-mouse Button Control Doesn't Start Properly

Although being launched at the start-up and visible in the system tray, X-Mouse Button Control seems to be in a deactivated mode, as the mouse commands don't work. When I exit the program and manually launch it, the commands function properly. I've tried both the portable and the regular installation, the behaviour of the program is the same.

What might the reason for it?

 

It is possible that the service for the program has not started.
Check the Startup type in Services and if necessary change it to Automatic, and then start the service.
