XP Crashes when I access control panel

Here is a bizarre Windows problem:

Whenever I click on Control Panel, the system blue screens. I can click on other programs from Start (such as Word or Outlook) and they run fine. As soon as I try to open Control Panel, wham!

I logged into Administrator and everything works fine. Hmm, I thought, I wonder what would happen if I create a new user account? So, I did and everything works fine. If I go back to that other username and try to use Control Panel -- blue screen.

BTW -- all the accounts have admin rights

I have no idea how to even go about finding this problem or a fix. Anyone have some suggestions?

without going through all that the admin posted.... try lowering the account priveledges of the 'bugged' account, then re-raising them to admin to see if a soft reset of it fixes it.
