XP Pro Welcome screen bypassed and hangs "starting up"

    I am able to start up in safe mode but when I restart the login screen is bypassed and pc gets stuck "starting up". any help or suggestions would be greatly appreciated.

    press F8 when booting and choose Last Known Good Configuration
