XP: wheel mouse double click problem

I tried a search through the threads but couldn't find an answer for this.
I bought a new mouse, a Microsoft Optical Blue mouse, when i plugged the usb cable into the port everything worked fine except the wheel double-click function. Now even the old mouse isn't double clicking. Just scrolling.
I have gone into the properties and set the wheel for double clicking, but it still isn't doing what it's supposed to. I do believe its a known problem but i am not able to find any help beyond being told to change my mouse properties.

 

Have you contacted Microsoft Support about this issue with your mouse?

they only told me how to change my mouse properties, but i told them i had already done that and haven't had another answer. i know this is a problem a lot of xp users had, my brother had and is unsure how he had solved his problem, if i recall he bought another mouse. i have been trying to purchase different software for the purpose of the double click but i am not having much luck getting double click working
