Default please wait while the connection is being established

Computer:
Acer Aspire 4820T
Windows Home Premium 64bit
3gb RAM

.........................................

Hi, I have been handed a laptop, when turned on it displays the following message "please wait while the connection is being established" there is also a german translation underneath. I believe initially it may have been displaying the Metropolitan Police Malware, but all that appears now is this white screen with this message on it.

I have read the READ ME sticky but unfortunately this malware has locked the laptop and I can not access Windows even in safe mode as I just get a screen with the stated message on it.

I have searched the forum for solutions but have found none relevant to my configuration.

I would be great full for some assistance in removing this pesky malware, the person who the laptop belongs to urgently needs it up and running as soon as possible.

Can anyone help?
