Default HP Touchsmart tx2 1274nr won't boot - blinking lights

Has anyone ever experienced or heard of this? I googled and found the embedded video which pretty much explains it. The laptop won't boot and the lights just flash.

I also googled a fix which describes putting the MB in an oven for a period of time to redo the soldering.

Can this be fixed?

Please let me know your thoughts.

The blinking of the caps lock is very important as it gives the error code of the computer,write down the order and number of the beeps and post back after you've followed these basic steps.

If your computer is new and has never been used before, you can skip this step.
Over time, dust can collect in the cooling vents of your computer. Too much dust can block airflow, causing sensitive components to overheat and fail. Before troubleshooting for startup codes, it is important to remove any dust that may have accumulated.
While wearing eye protection, use canned air to blow out vents, preferrably outdoors.

Step 2: Perform a power reset
If your computer does not start, first reset all power to device. Hopefully, the problem is temporary and can be fixed by performing the following steps:

Disconnect all peripheral devices such as printers, USB storage devices and media cards.
Disconnect the AC power adapter.
Remove the battery.
Press and hold the power button for at least 15 seconds .
Reconnect the AC power adapter (do not connect the battery), and press the Power button .
Look for glowing LEDs near caps lock and num lock keys, and listen for sounds of drives and fans turning.
If the computer still fails to start and emits lights or beeping sounds, continue to the next section.

Performed all of the steps. The blink code is 1 blink followed by pause which, according to the table, points to the CPU. Does anyone know how to reseat the CPU on this model?

I doubt anyone on the forum will have reseated the CPU on that exact model.

But here's the service manual which gives detailed instructions on disassembly.

Before you do though remove the hard drive,remove all add in cards,use one stick of memory only then another working one if you have one and try to boot.

The cpu fail doesn't differentiate between cpu fan or CPU so check the cpu fan is spinning and air is coming from the side of the computer,the CPU fan would definitely be my first line of investigation.
