Computer running slower and Safe mode not working

i've went through all the steps in the sticky and my computer still seems to run slow and i still can't go on safety mode. here are the computer specs:

OS: Windows XP SP2
CPU: Intel Pentium 4 2.8 GHz
Motherboard: Intel Rock lake D865PERL
Memory: 512 MB (PC3200 DDR SDRAM)
Video Card; GeForce4 MX4000 128 M

My HJT scan and Panda scan log are in the attachments and this is the
