cannot delete files from external hard drive

I have a Dell gx 240 cpu running windows xp pro 40GB hard drive and 512 memory. When I try to delete certain folders from my Maxtor external hard drive I'm getting an error message that I cannot delete because of an I/O device error.
Is there a way of getting around that. I tried to do a system restore also and I'm getting a message that the system cannot restore. I can't even open my valuable pictures that I stored there.
