   cannot log onto windows forgot password. is there a way i can reinstall a new operating system to bypass this and start over new.

   You can just take your windows CD and boot off it to start an install. The fact that you forgot the password would have no impact on this.
   
   If you check MS's site they do offer a couple diffrent ways to recover lost administrative passwords. They take a little time but they are doable.
