Virus, cannot access task manager other programs

I downloaded Smart PC Fix to my 2007 Windows Vista (Sp2) Pavilion DV9700 laptop. This is supposed to be a scanning program to fix a Windows Update issue. I launched the program, ran a scan, and clicked on "Fix". It was a virus.

I cannot access Task Manager with Ctrl Alt, Del. The choice screen pops up to choose Task Manager, when I click on it, nothing happens.

I cannot access regedit, Mozilla, IE, Norton AV, Malware Bytes (paid for), system tools/system restore. I get an error message "Windows cannot access the specific device, path, or file, You may not have the appropriate permissions to access the item."

I do not have a functioning DVD drive; although, I can add one with USB. Do not have internet access.

All of suggestions from your forums require those. What do I do?
