Got US/Canada WIN7 license. I live in Spain. What now?

I bought WIN7 Home premium 64-bit on eBay from 20,000 feedback seller.

I receive the package and it says: "LICENSED FOR DISTRIBUTION ONLY IN UNITED STATES AND CANADA"
So I complain to seller, not accepting the package (I live in Spain).

Seller replied this:

So what do I do now? Install? Demand return? Open software piracy case at http://www.microsoft.com/howtotell/geo/ ??

PS: eBay item said nothing about region restriction.

Open a complaint case with eBay. They should be able to sort it.
