Windows XP "all programs" wont open

    I am trying to fix a problem with a friends laptop. the all programs under the start menu will not expand. I already ran all the best malware scanners and killed a lot of spyware, no viruses.

    Right-click on "Programs"
    select "open"

    and check to see if there is anything in the folder

    thanks:) I checked and all it had were a few of the default things like networking and some OEM bundled crap. there was no system tools folder or accesories.

    Try Start > Run > then type regsvr32 /i shell32.dll
