The electrics suck in my new apt-- will it fry my PC?

My new apartment, although nice in other regards, has really shoddy wiring/electrics. Example: when any kitchen appliance kicks on (microwave, fridge, dishwasher), the lights throughout the apartment noticeable dim for a second before rebounding.

Anyone who's experienced with power supplies, please inform me as to whether or not they regulate incoming power (specifically, this one). I have not even hooked up the PC yet after moving, let alone fired it back up. I'm not about to have power fluctuations screw up the HDDs (as I understand they can).
