Graphics card bust?

I've got a GeForce 7600GT AGP which has been giving me no end of trouble (nv4_disp.dll BSoD's) this last year due to incompatability with my nForce motherboard (Unfortunately upgrading my card requires updating my AGP-only mobo as well)

Recently, I can't restart my PC without it locking up upon log in, unless I restart in safemode, uninstall my graphics drivers, restart, reinstall my graphics drivers, and restart again.

When the graphics drivers aren't installed (And thus, neither is the card) my PC loads perfectly, but when ANY (Omega, previous, nVidia, XFX) graphics drivers are installed, my PC will only load the once, and any restarts after will lockup my PC unless I reinstall the graphics drivers; I don't mind too much, but when my PC is liable to crashes due to incompatibility already, it's annoying when 'restarting' can take upto 15 minutes at a time.

Could I get confirmation that it is indeed my gfx card that's fubared, and not anything else?

The only thing I can suggest is to try a different video card. You can probably pick up a low end, cheap, used AGP video card at your local used PC shop for less than $20... probably about $10 if you just want a 16mb or 32mb Geforce2 just for testing purposes. Pop it in and see what happens.
    Good luck!
