cooling fans not rotating

I just noticed that both my PS fan and my case fan are not turning. The cpu fans is working. I'm not sure when this started, as above, just noticed it. Temp's are higher than traditionally as one would expect. The MB is an Asus M2N-SLI with an AMD 64X2 3800 in an Antec Sonata case. I built this machine myself about two years ago, and it has always worked fine. I do remember that the PS and chassis fans were working in the past. There are no operational problems at this time. Operationally, it's working fine.

Sure would appreciate help in how to proceed. Thanks much.

Maybe the PSU is on the way out, disconnect the case fan and re-connect it and see if it starts but the PSU fan should be on when the Power is on so this doesn't sound to good.
