free software that creates pdf from data and layout

I am looking for a particular pluggin / library / software that can be used to create a pdf file in the following fashion:

1. Must be free (and no watermark)
2. I can choose a layout (the document is organized in a certain way, there is a section where to insert the date, another for the subject, another for the body, another for the signatures etc.)
3. The program takes the data from an online form that I create or my database and creates the pdf file
4. If instead of the form I could use a wysiwyg editor, that would be awesome http://forums.majorgeeks.com/images/smilies/clap.gif

But i am not a picky chooser.


The closest I got to was PDFill, but (among other issues) it is not free.

Not sure such a thing exists. Would you recommend writing my own? Or you know of a program that meets these requirements?

PDFCreator. I have used this program since 2006. A comprehensive help file is included wich is worth reading. Before downloading, read the text in RED.
