Help! my access priviledges have been revoked

I no longer have the administrator powers of windows xp. i cannot delete processes of other users, which is my main problem. other users leave their accounts open and running, and their programs slow down the internet and slow down the computer (its old and slow). anyway, is there any way for me to restore this ability?
