Windows 7 misidentifies VPN as Public Network; Restricts access

I have a Dell Inspiron Laptop with Windows 7 installed on it. Recently, I began having some difficulties with my internet connection on one network. Oddly enough, on this network my internet speed is slower with the VPN than without. I believe this may be because the network here identifies the VPN as a public network, while other locations identify it as a work network.

I am familiar with the process of using my network/sharing center control panel, but the VPN's "public network" identification is in read-only format. I cannot alter it.

I contacted the VPN's customer service, but they do not provide support for network issues with their product.

Any other suggestions on how I may resolve this problem would be greatly appreciated.
