Win 7 Hardware Event logging

    In Win 7 Ent. (32-bit), Hardware Events under Application & Service Logs in Event Viewer won't let me check the enable logging box under properties? I have Admin rights, also tried as Admin. Also tried it as a Custom View.
    Any help much appreciated!!! Trying to figure out what's conflicting with my web cam that turns it off:confused and none of the other logs indicate any errors......
