Outlook Express: not create, not reply, WAB wonky

    Any one had OE6 (IE7 is installed; XPpro; latest updates installed) cease normal service? It will receive OK. But not send/reply - error message 'There is an error opening this message.' . Nor will address book open/create new message - error message 'The address book may not be installed properly.' .

    The WAB was then deleted and a new one was duly created upon start-up. But fresh start gave same errors.
