windows installer incorrect?

I'm trying to install this BWC Presentation installer on windows xp, and everytime i try to install it, a windows installer error comes up and says, "The windows installer can not be accessed. This can occur if you are running windows in safe mode, or if windows installer is incorrectly installed. Please contact your support personnel for assistance." I am not running windows in safe mode, and should i just reinstall windows installer, and where can i get it? If anyone can help that would be sweet. Thanks! ​

i try to resolve this behavior with microsoft help page, but with no success. all 3 methods and nothing, it is still same message after trying to install software(fm2005 in this case). dunno what to do.
