can`t open control panel

When trying to open control panel from the start menu I get the
following message: this file does not have a program associated with it for performing this action. create an association in the folder options control panel. I need some guidence on how to go about doing that.

I mean...maybe something weird is up. Go to my computer then on the side it should say "other places" click control panel from there.

 

Try a different route then. Double click My Computer then control panel to see if you can get to it from there. That's just too strange.

 

Maybe check your machine for virus and spyware.

search for control panel files (*.cpl) its kind of confusing which ones which by name.
if you have a bloaty (as in lots of unused features, and hundreds of meg in unused files) OS like XP search in the windows directory only, or else it takes forever.
