How do I prevent a child (limited account) from setting up a password?

In reality, it is not a good idea to do that. All accounts should be password protected. If not, you are leaving the door open for malware problems.

Why do you want to do this?

to continue to be able to logon and monitor child's online activities for their protection.

So choose the password yourself and then you can still login as them if that is what you are getting at. Or are you then saying your child changes the password to prevent you from logging in as them.

As the admin, you still can get access to their files anyway even without login in as them.

Is this WinXP Pro, Home, Media?

You should just install the proper software to block them from accessing bad stuff too. See: How to Protect yourself from malware!

It is amazing how much insight into what your kids are thinking and doing you can get if they don't know you are looking over their internet tracks.

Very true. If you install the software recommend in the How to protect thread it will help block a load of bad stuff. Spybot with the SDhelper (bad download blocker) and its Immunize feature help tremendously. Don't use Spybot's Teatimer. It is a noted resource hog. Then adding SpywareBlaster and enable all of its protection too. They will never een see either of these programs running either because they so no normally run. Spybot only runs when you scan and SpywareBlaster you only run to get updates.

You can also use Internet Explorer's Content Advisor to block things. Becareful with this one as it can block valid sites too just because of key workds being recognized. You would then have to add certain sites to your approved list.

There are commercial porgrams for protecting your kids too. NetNanny is one that comes to mind and then there is CyberSitter too.
