    I have an issue with a neighbor hacking I to my isp modem and then accessing my computer. I was.told that because he has access to the box downstairs, nothing can keep him out. Is this true, or is there a way I can keep this creep off my things?

    We really need rather more information about 'the box downstairs' and about your 'modem' to answer this properly but, at its simplest, have you protected your user account with a password? If not then do so now.
