Ok, I have this folder. Within the folder I have a batch file that will run some commands that will install/do certain things within this folder. I want to turn the whole folder into a .exe file so that all the user has to do is double click the .exe file.

Does anyone have any ideas on how to do this? Maybe use WinRAR, but I just want it to run, not extract.

My understanding is that .exe files have to be compiled using programming code and a compiler.

Anyway, you should be able to make a .bat file that will run the other .bat files. I suppose you know that you can run .bat files by double clicking them.

If I misunderstood your problem, I apologize. I don't understand what you are trying to do.
