A so-called weak match can be as little as a the same birthday and the last four digits of a Social Security number appearing on both lists; the name doesn't even have to be the same.

No poop it's not a perfect system If you think about it,if you know roughly which way certain people were going to vote you could influence an election by the how strong or weak the match is.
