I made this post on another board as well, hoping I get some luck on this one.

    Here's what I have:
    Antec SL400 (400w)
    MSI K7N2 Delta-L
AMD Athlon XP 2500+ OCed to 3200
    1 Gb pc3200, timings changed from 4-4-8 to 3-3-7.
GeForce 6800 GT (Gainward golden sample)
    2 HDs
    2 CD drives
    4 Cold Cathods
    1 liquid lightning tube
    5 Fans
    memory LED mod

My 3.3v keeps fluctuating non-stop between 2.46-3.3. I tried changing the clock speeds back to normal on cpu and memory and vid card, no difference.

I confess I have no idea if the lights are drawing 12v or not. I think it is 12v though?

All the other values are stable.
Gainward says the video card uses 12v for the molex and 1.5v off the agp so its not related according to them.

    any ideas?

Well i have 430w PSU and my system is as follows
    4 fans; 3hdds; 2 rom drives; 9800np;sound card amdxp 2600+

im pretty sure my psu consumption is capped anywhere from 390w-410w. There was a link around some here where you could 'estimate' how much power your computer consumed. Im sure that with your 400w your pretty much hitting the ceiling with all those extra fans and light mods.
