Internet traffic managment

Traffic division among applications is very useful.

Limits for application, bandwidth management and
(that the most important) applications priorities management are necessary.
Prioritized application must to get more bandwidth than others.

Sample.
Browser Firefox have high priority.
Download Manager have normal priority.
If Firefox download pages - Download Manager use only remained part of traffic.

Partially, these tasks are performed by NetLimiter software.
But, this is commercial software.

Where I can find such program? (freeware)

Bazza, that has nothing to do with what this poster wants. He already mentions Netlimiter, but he wants a free application.
