asus vista premium laptop issues but cant find malware

Hi i have an asus 32 bit windows vista laptop i have followed all the read me files and completed the scans, all of which said no issues found yet my laptop is stil having issues which i can only assume is down to some form of maware. Upon start up the desktop icons are spread over the screen even though they were uniformly organised at shut down. The computer will not fully shut down but only ever restart unless the battery runs out. The time and date keep changing and the outer border of the internet screen is translucent not the usual block colour, along with the usual slow system issues you expect from malware.
I am totally confused as to what to do now any advice is wecome.
