i am using windows Vista ultimate it's uptodate
my onboard network is on my
    Abit Av8 -3rd eye motherboard
    my bios is 27

i have the windows vista drivers installed for the device but
it's unable to astablish a connection

it was working under windows XP Pro x64 bit edition
could it be a driver problem?

Have you tried re-installing the Windows XP x64 edition again to see if it works under there? If it does, then I would suggest that the driver has not been installed correctly or you need to get the latest one for the board. If it doesn't, and you are sure that it is enabled in the BIOS etc/cables are not broken, then maybe you have shorted out the onboard NIC. Perhaps reseating the motherboard may help if it turns out to be that.

Probably NIC Drivers, look at the chipset's manufacturer site most manufacturers’ issue new drivers in the last week or two.
