Individual ISP

    Zdnet sent a news announcement today that some weasel congressman is preparing to introduce a bill that will require every ISP to retain a record on every place every one of their customers goes on the web. The stated reason is to protect children, which is a fine goal. But is assumes that the rest of us are criminals that must be watched. This is not the first time restrictions and/or rules have been attempted by governemnt to find out what people do. I wish children could be kept off the web by their parents or guardians until they are 18. That would solve the problem. But apparently that is not going to happen.

    My question is: what is required to become your own ISP? What is the magic piece of hardware/software that your ISP has that connects you to the vast resources of the internet?
