Unable to launch new apps or run System Restore - Win 8.1

Hi Geeks - I tried to update ICQ yesterday, when I did the app no longer launches.
I uninstalled/reinstalled several versions. It starts - then blinks out.
I tried to launch a system restore point and system restore fails for every restore point.
I ran a system check/disk check and all is good.
My main concern is system restore, but also why I can't install and run an app that used to work fine.

Hi

is your Windows 8.1 up to date with latest current updates from earlier this month?
Don't know why an App as in ICQ would kill Windows Update, so that's likely a coincidence.

Do you use any tweaks or tweaking apps to make your PC run smoother or quicker and if so what one/s?

My first thought is the Volume Shadow Copy service is disabled or not running, so try this mouse over bottom left corner for the start flag and then right click choose Task Manager and in the Services tab click the Open Services option at the bottom (you can in a search box type services.msc) and then scroll down to Volume shadow copy and double click, in the Startup Type box make sure Automatic is selected (should be by default Manual but for this exercise set to Auto) then click Start.

Then try your System Restore again, if you get any error messages, please tell us what they are in full.
